Biographies
Talib Horne
Citizens Representative
Mr. Talib Horne is Executive Director of Bon Secours Community Works (BSCW). Since February 2015 he has been responsible for setting strategic direction, coordinating local operations for BSCW services, managing and building community and city partnerships, ensuring fiscal management, and leading and developing staff. Prior to joining BSCW, Mr. Horne was Vice President of Community Development with Living Classrooms in Baltimore for nine years where he led community and economic development activities. Mr. Horne holds an M.A. in Community Economic Development from Southern New Hampshire University School of Business and a B.S. in Economics/Political Science from St. Mary’s College, Maryland, and has studied at Oxford University. |

Robin Allen

Ms. Allen is a Baltimorean and 29-year veteran planner who was educated in Baltimore City Public Schools. Following graduate school in New York City, she immediately returned to her hometown in 1988 and began her professional career with the Baltimore City Planning Department, where she worked for 12 years. She was employed in the private sector for one year, before resuming public service with the Maryland Department of Planning, then Baltimore City Public Schools. Ms. Allen raised two sons who also matriculated through the City's school system. Now retired, she is dedicated to contributing to the further betterment of this already great city. |
Claudia Jolin
Citizens Representative
As the Vice President of Economic Development at Downtown Partnership of Baltimore (DPOB) - the largest economic engine in the city, Claudia Jolin’s role is vital to the success of Baltimore’s Central Business District, Baltimore City, and the greater state of Maryland. She leads research-driven initiatives that foster development and track Downtown’s economic success, and she does so with passion, flair, and authenticity. Jolin is energized by the reimagining of Downtown – even stepping in as the interim Executive Director for the Bromo Arts & Entertainment District to oversee its rebirth in 2018. She was instrumental in hiring a new Executive Director to helm the neighborhood’s programming. The data she mines and the insights she provides fuel the nationally-recognized Downtown BOOST Program. Prior to her role at DPOB, she was the Special Assistant in Economic Development in the Baltimore Mayor’s Office and a Mayoral Fellow with the class of 2014, working with Baltimore Development Corporation’s research team. Her resume spans civic and service-oriented roles, drawing from her extensive education including an M.A. in International Policy from Georgetown University, a B.A. in Economics from UMBC, and a B.A. in Political Science from the University of Manoa, Hawaii. Jolin has experience at the U.S. Department of State, working in the Office of East Asian and Pacific Affairs, Public Relations Office. She is a veteran of the United States Navy where she worked for the National Security Agency in data interpretation. |
Eric Stephenson
Vice Chair
Eric Stephenson is the founder and President of the Sandtown South Neighborhood Alliance. He is also a member of the No Boundaries Coalition Board, an advocacy organization unifying Central West Baltimore. In addition, Eric is a member of the Harlem Park Neighborhood Council and a 2019 alumnus of the Department of Planning's Planning Academy. Eric is Project Manager for Southway Builders, a Baltimore-based general contractor specializing in affordable housing, mixed-use commercial, and school construction. |
